Create the building first, then the units tenants already have names for.

Property first
A property is a building or a house. Name it the way you already say it.
Then units
Add units with names a tenant would recognize: Apt 12, Studio, Ground floor. Internal codes belong in a note, not in the name.
Meters later
Water, electricity and heat can wait until the first reading. The unit has to exist first.
